Overview

Welcome to the Water Quality Program of the Colorado Department of Transportation (CDOT). Protecting water quality is a priority for everyone at CDOT, from headquarters to the six regional offices.

CDOT's Water Quality Program's mission is to:

  • Ensure the quality of stormwater runoff is protected while Colorado's roadways are constructed, operated,and maintained;
  • Promote innovative best management practices;
  • Provide effective water quality education to CDOT staff; and
  • Facilitate cooperation between CDOT, watershed groups, other Water Quality Program Managers, businesses, and the public.

CDOT has a permit from the Colorado Department of Public Health and Environment (CDPHE) to discharge stormwater from the roadway storm drain system. The permit states that only stormwater (and a few other allowable discharges, like landscape irrigation overflow) can be discharged from CDOT's storm drain system and into Colorado waterways. Pollutants, such as dirt, fertilizers, pesticides, oil and grease, and antifreeze must be prevented as much as practicable from entering CDOT's storm drain system.

As part of the permit, CDOT has several different programs in place to ensure the amount of pollutants entering the storm drain system is reduced:

  • Construction sites program; storm drain system is different from the sanitary sewer system
  • New development and redevelopment program;
  • Illicit discharges program;
  • Industrial facilities program;
  • Public education and involvement program;
  • Pollution prevention and good housekeeping program; and
  • Wet weather monitoring program.

In addition, CDOT must obtain permit coverage from CDPHE for construction sites that disturb one acre or more. CDOT's Water Quality Program and CDPHE's stormwater construction permit work together to control polluted stormwater runoff from entering Colorado's waterways.

Illegal Discharge

To report an illegal discharge, please call 303-512-4H2O

An illegal discharge, often called an illicit discharge, is a discharge to CDOT's storm drain system that could cause pollution. Common pollutants include oil and grease, fertilizers and pesticides, grass clippings and leaves, and any substances that have a "funny" smell or color. Click here for more information.
