Revised ARRA 1201 Certification: For January 28, 2010 - Based on September 2009 FHWA Guidance: For the American Recovery and Reinvestment Act (ARRA) required Section 1201 Maintenance of Effort Certification, CDOT initially used projects planned for February 2009 through September 2010 to calculate the amount of state funds, less any debt service payments, for the March 19th maintenance of effort certification. The Federal Highway Administration (FHWA), however, determined that the state’s maintenance of effort calculation had to include a broader range of planned expenditures than originally included. Specifically, FHWA included expenditures for local projects and expenditures on already contracted projects in the new certification, requiring CDOT to recalculate and resubmit its certification using expenditures for all projects underway during the February 2009 to September 2010 period.
