Design-build is an approach where CDOT establishes project scope, goals and design criteria. The winning team is selected based on "best value" which often enables CDOT to expand the scope of work and stretch limited project funding. CDOT has selected Concrete Express, Inc. and Tsiouvaras, Simmons, Holderness (CEI/TSH) to complete both the design and construction of US 285.
